Zoom Phone pricing in 2026: plans, cost per user, and the Zoom Phone alternative for small business
Zoom Phone costs $10.50 per user per month for the US and Canada Metered plan and $16 for US and Canada Unlimited, both billed annually, with Pro Plus at $20.50 and Business Plus at $24.50. The number that decides which plan you want is the break-even point, and almost nobody publishes it: the metered plan bills outbound calls at $0.0318 a minute, so the $5.50 gap between the two plans buys about 173 outbound minutes. Below roughly 8 minutes of outbound calling per user per working day, metered is cheaper. Above it, metered costs more than unlimited and keeps climbing. Phoner is $15 per user with unlimited US calling and no metering at all, month to month rather than billed annually.
The full ranked field is in the guide to the best VoIP for small business, entry pricing for every provider sits yearly against monthly in the business phone system comparison, and Phoner's plans are listed in plain dollars on the pricing page.

WHERE ZOOM PHONE IS GENUINELY STRONG
Zoom Phone is a serious product and the reasons to pick it are real. If your company already runs on Zoom, the phone lives in the same app your team opens every morning, which is a genuine adoption advantage no competitor can match. The $16 US and Canada Unlimited plan is one of the better-priced unlimited tiers in the category, an auto attendant is included rather than sold as an upgrade, and the Pro Plus and Business Plus tiers fold in full Zoom Workplace meetings, whiteboards, and booking pages for $20.50 and $24.50. Zoom also has video meetings, which Phoner does not have at any price. If video and voice from one vendor is the requirement, buy Zoom.
WHERE PHONER FITS
Phoner is the better buy when you want a phone system and not a suite, and when you would rather not do arithmetic to find out what a month costs. Every US call is unlimited from $15 with no per-minute meter, every plan is month to month instead of billed annually, and the phone menu, ring groups, business texting, and call recording with consent announcements sit on the $29 Team plan.
In practice the deciding features are usually the IVR phone menu and call routing and ring groups.

COMPETITOR FIGURES ARE PUBLIC LIST PRICES AND POSITIONING AS OF 2026. VERIFY BEFORE BUYING.
Phoner's side of the table starts at $15/user/mo on the Starter plan and $29 on Team, the plan most small teams pick, both month to month. Extra local or toll-free numbers are a flat $5/number/mo. Where the two products tie on a row, the difference is usually how visibly the feature is built: see the IVR phone menu page for exactly how Phoner does it.
What Zoom Phone metered actually costs once you add the per-minute charges
Zoom Phone publishes $10.50 per user, and most comparisons stop there and call it the cheapest plan in the category. It is only the cheapest until you make calls. The metered plan charges $0.0318 a minute for outbound calls to US landlines and mobiles, and the gap to the $16 unlimited plan is $5.50, which buys about 173 minutes. Below is what a seat really costs at each level of outbound calling. Every column prices annual billing, because that is how Zoom publishes these rates; Phoner month to month is $19 per user.

What Zoom Phone costs once you read past the $10.50 headline
The metered plan has a break-even and it is about 173 minutes
This is the one number that should decide your plan, and it is not on any pricing page. Zoom Phone US and Canada Metered is $10.50 per user per month and bills outbound calls to US landlines and mobiles at $0.0318 a minute. US and Canada Unlimited is $16 flat. The difference is $5.50, and $5.50 divided by $0.0318 is 172.9 minutes. So a seat that makes fewer than about 173 minutes of outbound calls a month is genuinely cheaper on metered, and a seat that makes more is paying a premium for the privilege of being metered. Spread over 22 working days, 173 minutes is under 8 minutes of outbound calling a day. That is a receptionist who mostly answers rather than dials. Anyone doing real outbound work passes it in the first week.
Inbound calls are not metered, which changes who metered suits
It would be unfair to describe the metered plan as a trap, because the meter only runs on outbound calls across the public network. Inbound calls and extension to extension calls inside your own company do not cost extra. That makes metered a legitimately good deal for a specific shape of business: a published number that rings a lot, staffed by people who rarely call out. A clinic front desk, a property manager, an inbound support line. If that describes you, $10.50 is a real price and not a headline. If anyone on the team dials customers for a living, price the $16 plan and stop thinking about it.
The two upper tiers are Zoom Workplace bundles, not phone upgrades
This is the part that confuses buyers comparing four Zoom Phone prices. The step from $16 US and Canada Unlimited to $20.50 Pro Plus does not buy you a better phone system. It buys Zoom Workplace: 30 hours per meeting, video management, unlimited notes, a booking page. Business Plus at $24.50 adds 300 meeting participants, unlimited whiteboards, unlimited booking pages and unlimited fax. Those are genuinely good bundles if you need meetings. They are not phone features. If you are shopping for a phone system and nothing else, the real Zoom Phone decision is the $10.50 and $16 pair, and the honest comparison against Phoner Starter at $15 is against those two, not against $24.50.
Where Zoom Phone beats us outright
Two places, and it is worth saying them plainly. First, the auto attendant is included on Zoom Phone rather than sitting above the entry tier. On Phoner the visual IVR builder is a Team feature at $29, and on most of this category the menu is an upgrade, so Zoom including it is a real advantage for a small business that needs a menu on day one. Second, video meetings. Phoner does not have video meetings at any price and has no plan to add them. If your shortlist requirement is one vendor for calls and video, this comparison is already over and you should buy Zoom.
Annual billing is how those rates are published
Every Zoom Phone figure quoted on this page was shown as billed annually. That is normal in this category, and it is also the thing that most often goes wrong for a small business, because the plan you pick in month one is the plan you have in month eleven, and call volume is exactly the variable people misjudge. If you choose metered to save $5.50 and your outbound volume doubles after you hire a salesperson, you are carrying the wrong plan for the rest of the term. Phoner is month to month at every tier, which is worth less than a feature to a large company and worth quite a lot to a five-person one.
Extra numbers, international, and the add-ons that stack
Additional phone numbers on Zoom Phone are $5 per month, billed monthly, which is the same as ours and cheaper than the $6 Aircall charges. Unlimited international calling to 15 or more countries is a $10 per user per month add-on, and without it international outbound is metered even on the unlimited domestic plan. That last point catches people: US and Canada Unlimited means unlimited US and Canada, not unlimited everywhere. The Phone Customer Engagement Pack is $25 per month on top. None of these are unreasonable prices, but they are per user in most cases, so model them across your real headcount before comparing the entry rate to anyone else's.
Check the exit while they are still selling to you
Under FCC local number portability rules a carrier cannot refuse to release your number because there is an unpaid balance, so porting out is a right rather than a negotiation. Ask any provider, Zoom or Phoner or anyone else, what a port out actually looks like and how long it takes, before you commit a team. Porting into Phoner is free, usually completes in one to two weeks, and your existing line keeps ringing right up to the cutover, so no caller reaches a dead number.
Who should pick which
PICK ZOOM PHONE IF
Pick Zoom Phone if your company already lives in Zoom, or if you need voice and video meetings from a single vendor on a single bill. The $16 unlimited tier is competitively priced, the auto attendant is included rather than upsold, and Pro Plus at $20.50 bundles real Zoom Workplace meetings for less than most rivals charge for phone service alone. Phoner has no video meetings and is not trying to.
THEIR LIST PRICE: $10.50-24.50/USER/MO, BILLED ANNUALLY
PICK PHONER IF
Pick Phoner if you want the phone bill to be the same number every month. US calling is unlimited from $15 with no per-minute meter to forecast, every plan is month to month rather than an annual commitment, and the menu, ring groups, texting, and recording with consent tools all sit on the $29 Team plan.
PHONER: $15-29/USER/MO, MONTH TO MONTH
Leaving Zoom Phone does not mean a new number
Your number is yours and moves with you. Phoner's free number porting takes about 1-2 weeks, and the line keeps ringing on Zoom Phone until the moment it switches over. Set up your phone menu and ring groups in Phoner while you wait, then the cutover is invisible to callers.

Common questions about switching
How much does Zoom Phone cost per user?
Zoom Phone costs $10.50 per user per month for US and Canada Metered and $16 for US and Canada Unlimited, both billed annually. Pro Plus is $20.50 and Business Plus is $24.50, and both of those bundle Zoom Workplace meeting features rather than extra phone capability. Additional phone numbers are $5 per month.
What are the Zoom Phone plans?
There are four: US and Canada Metered at $10.50, US and Canada Unlimited at $16, Pro Plus at $20.50, and Business Plus at $24.50, all per user per month billed annually. The first two are phone plans. The upper two are the unlimited phone plan plus a Zoom Workplace meetings bundle, so they are not phone upgrades.
Is Zoom Phone metered or unlimited better?
Metered is cheaper below about 173 outbound minutes per user per month, and unlimited is cheaper above it. Metered is $10.50 plus $0.0318 a minute for US outbound; unlimited is $16 flat. The $5.50 gap buys 173 minutes, which is under 8 minutes of outbound calling a working day. Inbound calls are not metered on either plan.
How much is Zoom Phone per minute?
Zoom publishes $0.0318 per minute for pay as you go outbound calls to United States landlines and mobiles, which are charged at the same rate. That rate applies on the metered calling plan. Inbound calls and calls between extensions inside your own account are not charged per minute.
Does Zoom Phone include an auto attendant?
Yes, an auto attendant is included with Zoom Phone rather than reserved for an upper tier, which is genuinely a point in its favor. Most competitors put the phone menu above the entry plan: on Phoner the visual IVR builder is a Team feature at $29 per user, and on Google Voice it is Standard at $20 rather than the $10 Starter.
Is Zoom Phone good for small business?
It fits well if you already run on Zoom, want an auto attendant included, and need voice and video from one vendor. It fits less well if you want a predictable flat bill, because the cheapest plan meters outbound calling and the published rates are billed annually. A small team that mostly dials out should price the $16 plan, not the $10.50 one.
Do you need a Zoom Meetings license to use Zoom Phone?
No. The US and Canada Metered and Unlimited plans at $10.50 and $16 are sold as standalone phone plans, so you can buy Zoom Phone without buying Zoom Workplace. The Pro Plus and Business Plus tiers are the ones that bundle meetings, which is why they cost more.
Is Zoom Phone cheaper than Phoner?
On the headline rate, yes: $10.50 against $15. Once you make calls, it depends on volume. Zoom metered passes Phoner Starter at about 142 outbound minutes per user per month, because $15 minus $10.50 is $4.50 and that buys 141.5 minutes at $0.0318. Phoner has no per-minute charge for US calling and is month to month rather than annual.
Zoom Phone vs RingCentral: which is cheaper?
Zoom Phone is cheaper on entry pricing. Zoom US and Canada Unlimited is $16 per user billed annually against RingCentral Core at $20 billed annually or $30 monthly. RingCentral includes 100 toll-free minutes and 25 SMS per user on Core, where Zoom includes SMS and MMS without a published cap, so compare on the allowances rather than the headline.
Does Zoom Phone include unlimited international calling?
No. US and Canada Unlimited covers unlimited calling within the US and Canada only, and international outbound is metered on top. Unlimited international calling to 15 or more countries is a separate add-on at $10 per user per month. Budget for it separately if any of your team calls abroad regularly.
Can I move my Zoom Phone number to another provider?
Yes. Phone numbers are portable by law, and under FCC local number portability rules a carrier cannot refuse to release a number over an unpaid balance. Porting into Phoner is free and usually takes one to two weeks, and your existing number keeps ringing during the switch so no caller hits a dead line.
