POTS lines are going away carrier by carrier rather than on one national shut-off date. There is no single deadline in the FCC rules. What changed is that on March 26, 2026 the FCC adopted an order making it much easier for carriers to grandfather and discontinue legacy copper voice service, so notices are arriving faster and rate increases are being used to push the last customers off. If your business still has copper lines, the practical deadline is whatever date appears in the letter from your carrier.

That is the honest answer, and it is different from the one most pages give. Plenty of articles quote a hard nationwide date. There is not one. Copper retirement happens wire center by wire center, through filings each carrier makes, and your street may be years behind or months ahead of the next town over. What follows is what actually triggers it, how to tell where you stand, and the part of the migration that catches businesses out.

Why are POTS lines going away?

POTS stands for plain old telephone service: an analog voice line delivered over a copper pair from the telephone exchange to your building. The network that carries it is decades old, the parts are increasingly scarce, and the technicians who maintain it are retiring faster than they are replaced. Every year fewer customers share the cost of keeping it energized.

The economics have been obvious for a long time. What was missing was regulatory permission to switch it off, because carriers had to file network change disclosures and get discontinuance applications approved line of business by line of business. That is the piece that changed in 2026.

What did the FCC do about POTS lines in 2026?

On March 26, 2026 the FCC adopted its Network and Services Modernization Order. According to the Commission's own announcement, the order grants carriers blanket section 214(a) authority to grandfather legacy voice services, lower-speed data telecommunications services, and interconnected VoIP provisioned over copper wire. It also eliminates the filing requirements tied to the statutory network change disclosure mandate and overhauls the rules for technology transition discontinuance applications under section 214.

Strip out the regulatory language and it says one thing: the paperwork that slowed copper retirement is largely gone. The FCC framed this as freeing up capital for fiber and high-speed networks, which is a fair description of the intent. The effect on a business with three copper lines in a back closet is that the timeline is now set by the carrier's own plans rather than by a review process.

You can read the announcement yourself at the FCC's news release on the order. It is worth doing, because a lot of what gets written about copper retirement is produced by companies selling replacements, and the primary document is short.

When will POTS lines go away?

There is no national date. Each carrier retires copper in specific wire centers on its own schedule and notifies affected customers directly. Some businesses have already been grandfathered, meaning they can keep an existing line but cannot order new ones or make changes. Others will not see a notice for years. The only reliable way to know your position is to ask your carrier in writing which of these applies to your service address.

Grandfathering is the stage most businesses hit first, and it is easy to miss because nothing stops working. You simply discover, usually when you try to add a line or move an office, that the order cannot be placed. Treat that as the real warning. The discontinuance notice that follows it is not the moment to start planning.

Can you still get a POTS line?

In many areas you can no longer order a new one, and where you can, the price has been rising sharply. Carriers are permitted to seek rate increases on legacy service, and increases have been used across the industry as a way to make copper unattractive rather than to recover cost. Businesses that renewed without looking often find they are paying several times what the same line cost five years ago.

If you are still holding copper because it is cheap, pull the last twelve months of invoices and check. The audit usually turns up two or three lines still billing for something that left the building years ago, a fax machine, a modem for a decommissioned alarm, a second line for a room nobody uses. What is replacing POTS lines?

For voice, the replacement is VoIP delivered over your internet connection, either as a hosted phone system or as SIP trunks feeding a PBX you keep. For the analog devices in your building, the replacement is a different product entirely, usually a cellular POTS replacement unit that presents an analog port to the device and carries the traffic over a wireless network.

The top two rows are straightforward and mostly a pricing decision. Everything below them is where migrations run late, because each device has a different vendor and some need an inspection before the old line can be cut.

What happens to my fire alarm if the POTS line is retired?

Do not cancel the line and find out. Fire alarm panels and elevator emergency phones are life-safety devices governed by code and by your local authority having jurisdiction, and many were installed assuming a copper pair that stays powered when the building does not. Call the company that services the panel, tell them the line is being retired, and ask what they will install and what sign-off is required.

The answer is usually a cellular communicator or a POTS replacement device certified for alarm use, and it usually costs more per month than the copper line did. Budget for that honestly. This is the single most common reason a phone migration slips, and it has nothing to do with the phone system you choose.

How do I move my business phone lines off copper?

Work in this order, because doing it out of order is what creates the emergency:

  1. Inventory every copper pair in the building. Voice lines, fax, alarm, elevator, door entry, paging, any terminal with a phone cord. Note the phone number attached to each.
  2. Sort them into voice and not-voice. Voice migrates on your schedule. Everything else needs its own vendor conversation and possibly an inspection, so start those first.
  3. Get the numbers documented on a current bill, including the billing telephone number and the service address exactly as the carrier records it. Ports get rejected over a wrong suite number more than anything else.
  4. Pick the replacement for voice and set it up in parallel. Build the phone menu, ring groups, and business hours before you port anything, so the cutover is a switch rather than a build.
  5. Port the low-traffic numbers first, test inbound, outbound, transfer, and voicemail for a week, then move the main number.
  6. Cancel the copper only after every device and number is proven elsewhere. A port cannot be reversed the same afternoon.

Your numbers come with you. Under FCC local number portability rules a carrier cannot refuse to release a number in the same area because you owe a balance, so the number on your signage is not a reason to stay. The mechanics are walked through in our guide to porting a business phone number.

Is a hosted phone system the right replacement?

For most small US businesses, yes, and the reason is that it removes the next migration as well as this one. A hosted system puts the switching in a provider's data center, so there is no box in your closet to fail, no maintenance contract, and no hardware to replace in eight years. If the switch itself is the thing that is unsupported, or the person who understood it has left, replacing it is the better spend. Does a VoIP replacement still work in a power cut?

Not by itself, and this is the honest trade. A copper POTS line carries its own power from the exchange and keeps working when your building goes dark. A hosted system depends on your internet connection, which depends on a router that depends on building power. Anyone who tells you otherwise is selling.

The workable answer is a routing rule rather than hardware: set the main number to fail over to mobile phones when the office is unreachable, so calls keep landing even with the office dark. What should I do this month?

Three things, none of which require a decision about a vendor. Ask your carrier in writing whether your service address is grandfathered or scheduled for discontinuance. Walk the building and write down every copper pair and what is plugged into it. Call your alarm and elevator companies and ask what they will install when the line goes, because those quotes take the longest to arrive.
